Purpose:

DCE College engages the services of International Educational Agents to support prospective international students in their application and admission process. This policy sets out the criteria, appointment procedures, and ongoing management of agents representing DCE College. It ensures that all agents act with professionalism, integrity, and in compliance with both DCE College policies and relevant regulatory standards, providing high-quality support to learners worldwide.

Policy Statement:

This policy governs the recruitment, admission, and orientation processes involving international educational agents representing DCE College. It also defines the standards and expectations for the conduct of agents working on behalf of the college.

Recruitment of Agents:

• DCE College collaborates exclusively with reputable Education Agents who demonstrate comprehensive knowledge of the international education sector and specific expertise in their local markets.
• Each agent engagement is formalised through a written agreement outlining mutual responsibilities, including DCE College’s accountability for compliance with Irish education standards and regulatory requirements.
• Agents must:
  • Disclose and manage potential conflicts of interest transparently.
  • Maintain confidentiality and act in the best interests of prospective learners.
  • Demonstrate sound understanding of Ireland’s international education system and DCE College’s programmes.
  • Provide accurate, up-to-date information about DCE College to applicants.
• DCE College reserves the right to take corrective actions, including termination of agreements, should agents fail to comply with agreed terms or ethical standards.
• Details of authorised agents will be published on DCE College’s website for transparency.

Policy Objectives:

• Ensure strict compliance with QQI’s IEM standards and relevant international education guidelines.
• Promote transparent and ethical recruitment practices.
• Support agents through comprehensive induction, ongoing communication, and performance monitoring.
• Maintain high-quality assurance standards through regular review and audit of agent activities.

Eligibility Criteria for Agent Appointment:

Agents applying to represent DCE College must:

• Uphold high ethical and professional standards.
• Possess thorough knowledge of their local market and experience with international learner recruitment.
• Demonstrate financial stability and operational capability.
• Show commitment to supporting international learners effectively.

Recruitment Procedure for International Educational Agents

1. Information Provision to Prospective Agents

• The Sales and Marketing Manager distributes application forms and relevant information packs to potential agents via email or postal service.

2. Application Assessment

• Upon receipt, the Sales and Marketing Manager and Centre Director:
  • Acknowledge the application promptly.
  • Review applications for completeness and request missing information within 60 days if necessary.
  • Contact referees and assess agent suitability based on market knowledge, experience, and understanding of legal requirements related to international recruitment.
  • Approve or reject applications, providing written notification including reasons for any refusal.

3. Agreement Formalisation

• Approved agents receive a formal contract to sign, valid for one year on initial appointment.
• Upon return of the signed agreement, agents are issued a certificate of registration to display as proof of their official partnership with DCE College.
• Approved agents’ details are published on DCE College’s official website.

4. Agreement Renewal

• Existing agents with satisfactory performance may receive renewal contracts for up to three years, subject to continued compliance and performance review.

5. Agent Induction and Training

• Upon appointment or renewal, agents receive:
  • A comprehensive induction covering DCE College’s courses, recruitment policies, and marketing guidelines.
  • Access to up-to-date marketing materials and procedures for updates.
  • Ongoing communication about any changes or important information affecting recruitment.
  • Opportunities to participate in marketing events and seminars in their regions when DCE representatives visit.

6. Monitoring and Quality Assurance

• The Centre Director and Quality Assurance Manager conduct bi-annual or more frequent reviews, which include:
  • Meetings or teleconferences with agents to discuss performance and compliance.
  • Analysis of applications received, conversion rates, and student feedback regarding agent support.
  • Documentation of any instances where misinformation or lack of knowledge by the agent has negatively impacted students.
  • Surveys of current and prospective students regarding agent service quality.

7. Addressing Non-Compliance

• When issues arise, the Centre Director:
  • Consults with the QA Manager and Sales and Marketing Manager to evaluate the situation.
  • Communicates with the agent to discuss concerns and gather their feedback.
  • Issues corrective action plans with clear timelines if necessary.
  • May terminate the agent agreement for significant breaches and remove the agent from DCE College’s website and promotional materials.
  • Maintains thorough records of all investigations and outcomes.
